Luck definitely boosts raw legendary drops, and does not boost dedicated drop rates at all, those I think are pretty well proven at this point. Anointment rate seems to still be debated. I've seen posts saying no to the slot machine, but have not done any digging or testing. 6 million dollars and counting spent on slot machines - but still no row of hearts. While Legendary Weapons are among the best you can get - they might not be the absolute best.

Each Vending Machine sells particular products types. For example, you can only buy healing items from Medical Vending Machines and ammo from Ammunitions Vending Machines.
Requires Money & Other Currencies
Vending Machines only accept specific currencies. Products being sold will have the price in the currency it accepts.
Buy Back Sold Products
If you accidentally sold an item, don't worry because Vending Machines will allow you to buy back your items for the same price. However, sold products will be gone once you exit the Vending Machine.

There are tons of different stats and abilities that players can unlock and upgrade in the comical shooter. One of them is the Borderlands 3 Luck stat, which essentially increases your chances of receiving better item drops.

More specifically the Luck stat will increase your chances of getting rare, very rare, and legendary drops during the game. The higher your Luck stat, the better chance you have of getting very rare and legendary drops. However, you might not notice an increase in drops at first, but as you begin to increase your Luck, you’ll likely begin to notice that you’re getting better drops.
Players can find the Luck stat within Relics or by spending points. If you continue to increase your Luck throughout the game, it’ll make your experience a whole lot easier. It can be a pain trying to fight strong enemies with weak weapons. Having increased Luck will ensure that you’re getting better weapons that will be more suited for harder enemies. You might even find some legendary drops.
While there is no assurance that you’ll get the highly desired drops, you will still have a much better chance if you stock up on the Borderlands 3 Luck stat than you would if you ignored it. However, Luck will only get you so far, so you’ll need to make sure that you don’t rely on it as your only source for better weapons.
